What if a consortium hit looks like a false positive?

Two common cases:

• Shared registered-agent address or phone — fraudsters reuse RA contact info, but so do legitimate businesses. Look at matched_on: if the only signal is an RA-shaped phone or address, weight it lower.

• Common officer name (e.g. "John Smith") — fuzzy officer hits with low scores on common names are noisier. Pair with state for higher confidence.
