I'm getting 403 Forbidden on a consortium endpoint

Your organization isn't an active member. Check the Consortium Membership section in the Baselayer Console:
Pending → submit your first file to activate.
Inactive → submit any file to restore access.
Not activated (no status shown) → contact your account manager.
