Accessing the Fraud Consortium

The Baselayer Fraud Consortium (BFC) is a give-to-get network. Member organizations contribute the businesses they've written off due to fraud ("exclusions"), and in exchange they get to screen new applicants against the combined pool flagged by every other member.

This article explains how membership works, how to get activated, and how to keep your access in good standing.


How membership works

Membership is a give-to-get relationship: you keep your access by contributing data on a regular cadence. Your organization is always in one of three states.

Status

What it means for you

Pending

Your organization has been activated by Baselayer, but you haven't submitted data yet. Submit your first exclusion file to turn on access.

Active

You're contributing on cadence. You have full access to screen applicants against the consortium.

Inactive

Your access has been suspended after an extended lapse in contributions. Submit a new file to restore it.


Submission cadence

To keep your access Active, submit your exclusions at least once every 30 days. Regular contribution is the heart of the give-to-get model — the consortium only stays valuable if members keep their data fresh.

Life happens — a light month, a data migration, a staffing gap. If you're going to miss the window, talk to your Baselayer account manager. We can be reasonable and extend your submission window when there's a good reason.

Why the cadence? The consortium's value comes from fresh, actively maintained data. Submitting on a monthly cadence keeps your access uninterrupted and your matches sharp.


Activation — getting your organization into the consortium

Activation today is a one-time manual step handled by Baselayer. To request activation:

  1. Reach out to your Baselayer account manager, or email support@baselayer.com with the subject "Fraud Consortium activation request".

  2. Confirm the organization you want activated. Membership is scoped to a single organization — if you run multiple organizations on Baselayer that should all participate, each one needs its own activation and submits its own data.

  3. Confirm the point of contact at your org who should receive cadence reminders and access notifications. This is set at the org level and lives independently of your Baselayer login.

  4. Baselayer activates your organization. Status moves to Pending.

  5. Submit your first exclusion file. Once at least one valid row processes successfully, your status becomes Active and your submission cadence begins.

Once your organization is activated and you've submitted, your existing Baselayer access gains consortium features automatically — there's nothing extra to set up.


Checking your status

Open the Consortium Membership section in the left nav. The status badge is always visible at the top:

  • Pending — submit data to activate

  • Active

  • Inactive

You'll also see your last submission date and your total contributions to the consortium.


Reminders and notifications

As your submission window approaches, Baselayer emails the contact on file so you can submit in time and keep your access uninterrupted. If your access ever lapses, we'll let you know and explain how to restore it.

If your contact changes, update it in your organization settings — these notifications are configured at the organization level, independently of your Baselayer login.


Restoring access after a lapse

If your organization is Inactive, a single successful submission restores you to Active. No support ticket required.

If you need to pause the cadence requirement temporarily (for example, during a data migration), contact your Baselayer account manager.
