Why can’t I click the button to order domestic state liens in the console?

Domestic State is greyed out when we did not find a domestic (home-state) registration for the business, so there is no home state to search.

Instead, use Order Liens → Pick States Individually and select the states you want to search.

In the API, this is the difference between passing search_states: null (domestic state only) and passing an explicit list of states.
