Does Baselayer cover Tax ID / VAT verification for international businesses?

No, Baselayer's tax-ID (TIN) verification - matching a business against IRS records - is a US-only capability. It is not available for international searches, although we expect to make it available in the near future.

VAT numbers as data

Some registries do return a VAT number as a data field (for example, Spain and Portugal). That's the registry's recorded VAT number - informational, so you could compare it to a VAT ID you hold. But Baselayer has no dedicated VAT verification tooling: there's no pass/fail check, and a VAT ID you submit is not independently validated.
