For a UCC-3 amendment, do I follow the same submit/finalize sequence as a UCC-1?

Yes. The submit step is identical; the difference is how the draft is created.
Create the UCC-3 draft with POST /lien_submissions/{ucc1_filing_id}/amend. Choose the amendment action (termination, continuation, assignment, or a debtor, secured-party, or collateral amendment) and the authorizing party.
Later submit it with POST /lien_submissions/{ucc3_filing_id}/submit, exactly as you would for a UCC-1.
In the console, go to the initial UCC-1 and click "Amend Filing" to initiate a UCC-3:

If the original UCC-1 was not filed through Baselayer, first run POST /lien_submissions/initial_filing_lookup with the state, filing number, and filing date. This brings the filing into your account and returns the filing_id to amend.
